He indicated concern regarding their ob�ective to <br /> change the appearance of the shoreline, and in that connection they <br /> have no guidelines with reSpect to re9ulating the development to <br /> answer questions regarding water quality, and believed the suqgestion <br /> for the necessity of an EIR might be a good alternative Discussion <br /> followed concerning the value of having the information provided by <br /> envtronmental impact reports available to assist in making a decision <br /> SECOND TO MOTION WITHDRAWN Councilman Bury withdrew his second to <br /> the motion <br /> The motion died for lack of a second <br /> MOTION Councilman Norris moved that Council direct Planning Commis- <br /> sion to design a zoning district that allows adequate controls in <br /> commercial areas <br /> The motion died for lack of a second <br /> City Attorney Schricker suggested that the best way would be to de- <br /> ' velop standards, and that the Planning Department is the appropriate <br /> area for development of such regulations, Nhether by zoning, or by <br /> other controls In response to question, he indicated that it would <br /> be possible to expedite the process <br /> Planning Director Schroeter responded to a su9gestion regarding a pro- <br /> posed Combim ng District, advisin9 that Combim ng District designa- <br /> tion cannot be placed on CB zoning, and that formation of such a <br /> district would require removal of the present CB zoning, reverting <br /> to Tidal Plain, and then rezoning to allow a Combining District. <br /> He added that such a process would take somewhat longer than the <br /> procedure for withdrawing the present zoning to toe of slope. He <br /> advised that if Council wished something that would require consider- <br /> ation by Council, a procedure could be added to the administrative <br /> provisions of the Zoning Ordinance such as the manner in which Planned <br /> Development Permits are processed. Mr Schricker suggested that, in <br /> addition, other waterways within the City might be included <br /> MOTION Councilman Norris moved, seconded by Mayor Leipzig, having <br /> relinquished the chair to Vice Mayor Barrett, that staff be directed <br /> ' to instruct the Planning Commission to develop a requlation, such as <br /> a Zoning Ordinance Combining District amendment, for consideration <br /> by Council, possibly utilizing the Use Permit process requiring the <br /> preparation of an EIR and sub,7ect to final ap�roval of the City <br /> ' Council, for development of lands ad,7acent to and on waterways areas <br /> in the City. <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER NO 77-139) <br /> -4- Ad,7 Mtg <br /> 7/il/77 <br /> /'� �'X`� <br /> %°..j Y <br />
