Mr Fales advised that <br /> the rate recommended does not include the "lifeline" rate which <br /> would apply to certain consumers using 1,000 cubic feet of water or <br /> less during a bi-monthly bill�ng period, because further review <br /> has revealed certain shortcomings in that kind of rate which makes <br /> it unfatr or difficult to administer. He noted, for example, that � <br /> individual units in apartment buidings are not billed separately, � <br /> so the low water users would not necessarily benefit and also that � <br /> many low users are small businesses rather than residences of low <br /> income persons, as intended by Council <br /> MOTION.
