<br /> The ordinance was approved unanimously by roll call vote.
<br /> The Planning Commission and Planning Department staff were commended ,
<br /> for their work relating to the sub�ect publtc hearing.
<br /> Library Board transmittal of Interim Report
<br /> re Main Library Building
<br /> City Manager Fales referred to his report of June 6, 1977 trans-
<br /> mitting an interim report from Ray Holt, library consultant on the
<br /> proposed new main library F1r Fales requested that Council either
<br /> reaffirm or modify the directive that consideration be given to
<br /> construction of a new Main Library containing approximately 30,000
<br /> square feet rather than the 49,500 square feet suggested in the
<br /> proposal Summary dated ,lanuary 26, 1977 (See Council Minutes of
<br /> January 31. 1977) Mr Holt will then be able to proceed with the
<br /> writing of the program for the architect ,
<br /> Discussion followed and City Librarian Vollmayer comnented and re-
<br /> plied to questions concerning the desire of Council to provide a
<br /> new facility at the lowest possible cost, whether or not such
<br /> features as group meeting space are needed in a library, Council ,
<br /> desire to present a proposed bond measure for construction of a
<br /> library which will be acceptable to the voters, the fact that most
<br /> growth contemplated for the City will take place in Redwood Shores, ,
<br /> whether a 30,000 square foot building would be adequate for a mini-
<br /> mum of 20 years, the desirability of presenting adult library pro-
<br /> grams and the need for space in order to do so, the possibility of
<br /> using vacant school libraries in the evenings and the staff needed
<br /> for such programs, the increased operating and maintenance costs '
<br /> of a larger facility, the possibility of being creative in the use
<br /> of space in order to make a smaller library meet commu m ty needs,
<br /> the desire of the Library Board that Counc�l be informed as to what
<br /> , must be eliminated if the proposed library is reduced in size by
<br /> some 19,500 square feet, whether any alternatives exist with regard
<br /> to financing other than a bond issue and the higher costs of most
<br /> such alternatives, and the desire to provide full information to the '
<br /> . public on the proposed library
<br /> � MOTION Councilman Norris moved, seconded by Councilman Biagi, that ,
<br /> ! Council direct Ray Holt, the library consultant, to develop a build-
<br /> � ing program plan based on a 30,000 square foot facility
<br /> f In response to question, Mr Vollmayer advised that the development
<br /> of whatever size library pro�ect Council des�res is included in the
<br /> contract for professional services with Mr Holt
<br /> ' CHANGE OF MOTION At the suggestion of Councilma� Barrett and with ,
<br /> the consent of his second, Councilman Norris changed the motion to
<br /> reaffirm the directive to staff of January 31, 1977 that consideration
