Barrett, Biagi, Bury, Norris, Rhodes, Vega <br /> and Mayor Leipzig <br /> � Councilmen absent None <br /> t <br /> Officia7s and staff present Ass7stant City Manager Smith, C�ty <br /> Attorney Schricker, Director of Finance Ference, City Clerk Hildebrand <br /> and Public Works Director Pus�ch, Planning Director Schroeter, Buildings <br /> and Transportation Director Balsamo, Police Chief Bold <br /> , The Pledge of Allegiance was led by Councilman Barrett. <br /> Tne I;�vocation was led by the Reverend Ralph Daniel of the First <br /> Baptist Church. <br /> Public Hearinq - General Improvement District No 1-64 <br /> Mayor Leipzig reminded Council that the Public Hearing on the Assess- <br /> ment Roll for GID No. 1-64 remains open from July 18, 1977. <br /> Director of Finance Ference referred to his memorandum of August 5 <br /> correcting certain clerical errors relating to Parcels 095-161-05 , <br /> and 095-121-110 and to the matertal furnished in response to Councii <br /> request of July 18 and to the request of Councilman Norris of August 2. <br /> In response to suggestion that inconsistency exists in that resi- <br /> dential property assessments have increased for 1975-76 and 1976-77 <br /> because of increased land values, while no similar increase was made <br /> for those years for commercial property, Oirector of Finance Ference <br /> ,� stated that commercial properties have not risen in value as rapidly I <br /> as residential property and that difficulties are presented in that <br /> no data is available on recent commercial land sales in the area <br /> since there have been none. Mr Ference noted that commercial � <br /> , properties have been trended upward 20% at this time <br /> It was suggested that since there are different types of commercial <br /> land involved, some being improved and ready for development, while <br /> soine are many years from development or without access, that a flat <br /> 20% increase is not consistent <br /> , � ' ' ` Bd /E9ua1 <br /> 8/8/77 <br /> - ?°� � <br />
