<br /> Mayor Leipzig called attention to the report of the Director of
<br /> Finance to the City Manager of August 15, 1977 regarding the tax
<br /> rates for Fiscal Year 1977-78 Mayor leipzig noted_that the rate
<br /> could be decreased 17.98Q�for 1977-78, but suggested that a�reduc- ,
<br /> tion of 13 98Q be'made with the remain�ng 4¢ directed to reserves,
