In response to question, Mr. <br /> Gardella also stated that in a RH-20 zone, the developer would observe <br /> , a 75-foot setback in the area bordering Eden Bower Lane. <br /> Mr. Gardella commented concerning the Planning Commission findings, <br /> stating that the finding that the proposed rezoning is not in con- <br /> formance with the General Plan because the area is designated for <br /> employment purposes is inconsistent with the finding that the pro- <br /> posed rezoning is not compatible w�th existing uses of nearby property <br /> which is residentiai Further, he suggested that the proposed "Alter- <br /> nate 1B" would decrease the traffic impact, �ncrease protection of <br /> flora, and would have less �mpact on cost of City services and sewage <br /> capacity <br /> In response to question for the record of Councilman Barrett, City <br /> Attorney Schricker advised that application for Planned Development <br /> Permit (PDP) may be made in areas zoned RH-20. <br /> City Manager Fales potnted out that a developer must comply with sub- ' <br /> division requirements with regard to specifics such as adequate access <br /> and that the Plam m �g Commission and City Council have certain dis- <br /> cretion in those areas. <br /> Susan Mara 707 Leahy Street, suggested that Council consideration <br /> should be addressed to findings of Lhe Planning Comnission and urged <br /> that the modified proposal called "Alternate 16" be submitted to the <br /> ' Planning Comm�ssion for review Ms. Mara also suggested that Mr. <br /> Gardella's response to Planning Co�mssion findings is not adequate. <br /> I <br /> Robert Saint, People for Intelligent City Planning, 872 Chesterton, <br /> urged Council to uphold the decision of the Planning Coimmssion and <br /> deny the sub�ect appeal. Mr. Saint submitted a petit�on contaim ng <br /> some 96 names urging Council to deny the appeal. <br /> Councilman Barrett asked, for the record, what use Mr. Saint would <br /> favor for the sub�ect property wM ch is owned by the Sequoia Union <br /> High School District and whether he prefers zom ng for offices or <br /> RH-20 (residential--20,000 square-foot minimum lot size). Mr. Saint <br /> stated he refuses to reply to the question, but believes the land <br /> could become an environmental classroom. <br /> Mark Sanders, 1124 Eden Bower Lane, recalled that �t was stated by <br /> the d�per that it would not be economica]ly practical to develop <br /> the sub�ect property if it was entirely zoned RH-20, but that his <br /> subsequent discussion of that possibility with another developer has <br /> resulted in his learning that such development would be practical. <br /> Mr Sanders stated he strongly ob�ects to cluster housing and offices, <br /> but would find RH-20 zom ng of the area satisfactory <br /> In response to question, Planning Director Schroeter advised that <br /> residential lot size in the nearby Eden Bower Lane area ranges from <br /> � about 10,000 to 20,000 square feet, with the average lot be�ng about <br /> 18,000 square feet <br /> Steve Saul Harrington-Kulakoff, stated that he had been adv�sed that <br /> residential lots in the area of the proposed development were as small <br /> as 6,000 square feet.
