Ebert Corporation and Spartan Construct�on Corporat�on, a co- <br /> partnership, in the amount of $1,083,501.00 is within the Economic <br /> Development Administration (EDA) allocattion. He noted, however, <br /> that there is a problem having to do with the "Minority Bus�ness <br /> Enterpr�se" section as to whether or not the designated supplier is <br /> a conduit "pass through" or an actual suppl�er. <br /> It was noted that there are three alternatives. 1) award contract <br /> contingent upon EDA's approval of the MBE, 2) request the EDA to <br /> grant an extension of time, or 3) ask them for a wa�ver of the MBE <br /> section, that it is staff's recommendation that Council award the <br /> contract to the low bidder contingent upon the approval of the EDA. <br /> (Discussion followed regarding the fact that the EDA is not allowing <br /> , many extensions; the fact that the contractor has the responsibility <br /> to satisfy the federal regulations and that the contractor must <br /> start the pro�ect by December 19 to meet the deadline. <br /> ' `� <br /> Ad�.Mtg. <br /> � 12/2/77 <br /> , <br /> � t <br /> i �" N <br />
