Charles Smith 2936 Jefferson, suggested no buffer will be created , near his property and stated he opposes higher density development in the area which may lower the value of his property. John Riley, 603 Sapphire, inquired about the possible effect of the , proposed rezoning on property taxes. It was explained that although there is little difference between assessments for R-1 and R-2 property, in any case, assessment is based on sales of l�ke property, and he could not expect to be affected � Robert dell'Ergo (see above) commented concerning the desirability , of creating a buffer zone, noted that his client had originally re- , quested R-3 zoning, and advised that Mr Rodriques has committed himself to development of a one-story duplex structure which wiil cause the building to be a buffer both in zoning and �n contour. MOTION: Councilman Biagi moved, seconded by Councilman Vega, to close the publ�c hearing The motion carried unanimously by voice vote.
