Mr. Pusich suggested that the � Summer Recreation Schedule might contain a follow-up bulletin to ad- v�se of the progress the C�ty is making, noting that water customers must be educated and that staff is not available to make door-to-door calls. � e It was pointed out that in attempting to get equity for customers of the San Francisco Water Department, it should be remembered that a cr�sis extsts. In response to questions concerning the financial �mpact upon the City of a reduction in the use of water, Mr. Fales and Mr. M�tchell adv�sed that San francisco will raise rates 20% as a cost-of-living increase and a supplemental rate for the period of the e�rgency will be neces- sary a1so. Mr. Fales observed that the City's water operat�on �s self- supporting and since the system is effective and efficient, rates are rather low. Mayor Leipzig inv�ted anyone present in the audience who wished to speak to do so. No one w�shed to speak. � ,_ In response to questions regarding reusable water, the abandonment of the old Port fire boat, and the possib�lity of us�ng salt water for f�res, Mr. Fales advised that the South Bayside System Authority is considering long range water reclamation; the Port has approached a ' member of President Carter's staff for funds to put together the ex- perimental desalination unit at the Port; a reservo�r would be needed to make use of salt water for fires; and that purchase of a boat which could be used for harbor patrol and fire protection is under consider- at�on. It was the consensus of Council that the water conservation situat�on should be pursued in accordance with the reports of the City Manager of February 11 and February 25, 1977 and that, in general the San h Franc�sco Public Ut�lit�es Cortum ss�on will be approached through the San Francisco Bay Area Water Users Association. (memo 3/1/77) (Council recessed from 10:15 to 10:30 a.m.) SANITARY SEWAGE CAPACITY AND LAND USE � City Manager Fales referred to material transmitted by his report of February 25, 1977 and comnented regard�ng development of and the basis for funding for the E-0 standard. Mr. fales observed that the E-0 standard ties water quality control to air quality in critical air basins, noting that Redwood City is in one of the critical air basins in the country. Mr Fales descr�bed procedures and action to date with regard to funding of the new South Bayside System Author�ty facility and the purchase of capacity in it. Mr. Fales advised that ' when the new facility opens, it will be running at 92% of tts ulti- mate capacity which is consistent with the design of the federal government and the intent of the Act.
