,. i r65 . <br /> �_ <br /> d. variances and whether similar properties might be con- � <br /> sidered for zon�ng changes,, if needed. , (Memo 3/i/77) <br /> Comment was made that when the prepaid sewage reserve has been used, <br /> it will be necessary to go to Congress to obtain rel�ef and request <br /> funds for expansion of the SBSA facility. <br /> , City Attorney Schricker advised that a relationship exists between the <br /> City Council, the Plann�ng Comnission and staff with regard to allocating <br /> sewage capacity and that the tools are the General Plan and the Zom ng <br /> Ord�nance. Mr. Schricker suggested examples of the kind of policy , <br /> guidelines the Council might wish to make, noting that Council must <br /> address itself to capacity in determim ng gu�delines or face the pos- <br /> sibility of losing desirable development because of lack of capacity <br /> at a later date. <br /> Discussion continued and Mr. Schroeter conunented and replied to ques- <br /> tions regarding the congestion created in neighborhoods by construction <br /> of backyard housing, the resulting unattractive appearance of the City; <br /> the desirabil�ty of rehabilitating certain old housing; and the prob- <br /> lems caused by population growth nationw�de. <br /> James Knecht inquired as to why annexation might be con'sidered when � <br /> vacant lots exist. Mr. Fales explained that the figures for vacant <br /> lots were for property west of Bayshore Freeway only. <br /> Sam Halsted, Public Data Services, Inc., a developer, suggested it <br /> m�ght not be wise to make the assumption that it will be possible to <br /> obta�n additional sewage capacity when all of the SBSA capac�ty is <br /> gone. <br /> � In response to question, Mr. Schroeter commented concerning the resi- <br /> dential capacity of the 183 vacant lots in the City as well as the <br /> enormous potential for increased housing if_all residentially zoned <br /> lots were fully developed according to present zoning. Mr. Schroeter <br /> also comnented on the unrealistic expectations of owners of property <br /> zoned for higher dens�ty than presently used. <br /> A member of the audience who identified herself as a real estate <br /> salesperson suggested that lowering of zom ng of residential property <br /> often does not cause a loss of value to the property owner, since <br /> rehabilitation can result in increased va7ue. <br /> Mr. fales restated the direction to staff wh�ch was determined to be <br /> the consensus of Council (see above, page 4) and adv�sed staff will � <br /> proceed accordingly <br /> Ad�ournment <br /> Upon motion duly made, seconded and carr�ed, Council ad�ourned at <br /> 12:05 p.m., to regular meeting, this date, at 7:30 p.m. in the <br /> Board of Supervisors Chambers. <br /> ' JACQUELINE C.
