16 g �� , � �� Deputy City Clerk Reggetts reported the Affidavit of Publication of Notice of Hearing and the Affidavit of Mailing are on file. Sam Halsted representing the dPPlicant, Public'Data Servtces, InC., reviewed the background for the proposed development, describing efforts to consider every alternative with respect to access. He reported that representatives of h�s staff and of the City had met with adjacent property owners to determine a mutually satisfactory solution to any problems that might be anticipated because of the ' development, noting that the City Manager's report indicated the results of that meeting, i.e., that the neighboring property owners wanted no change in present conditions, and did not want additional � traffic generated by the development _ Daniel J. Lanahan, 1540 Cordilleras Road, requested a clarification , of�the propose revision of the Planned Development referred to in the nottce mailed to property owners in the area. For the benefit of the audience, Mr. Halsted sketched the proposed development on a blackboard, describing the traffic patterns, how the plan d�ffers from the earlier proposal, and noting an additional com- pl�cating factor in that it was discovered that a portion of Upland Road was part of an unrecorded subd�vision. For that reason, and be- cause the current residents did not want through traffic via Upland Road, the requirement for improvement of Upland Road was removed from the Permit, and modif�cations to the design of the development were made with respect to access and traffic pattern. He added that the residents preferred closing off Upland at the limits of the develop- ,ment�, although at present, there �s a substandard roadway through, but over private property. Dtirector of Public Works Pusich and Mr. Halsted commented and re- sponded to quest�ons> explaining that the original plan included a `condition for improvement of Upland Road to connect with Wh�pple � Avenue; the discovery of the clouded ownership, the fact that as initially approved by LAFCo, the boundar�es of the proposed�annexa- tion would have resulted �n an un�ncorporated "island" as a result of requiring inclusion of a portion of Upland Road; the des�rab�l�ty � of cleaning up City Limit lines, and the fact that the proposal is planned in such a way that for the present, Upland Road would end in a cul-de-sac at the edge of the development, but in such a way as to not foreclose �mprovement beyond the cul-de-sac if that becomes necessary �n the future. Mr. Halsted also noted that the Church of Latter Day Saints is planning new construct�on, and �ntends to con- struct a wall bordering their property. It was also noted with re- �spect to the cul-de-sac at the end of Upland Road, where the road will be barricaded, that there would be access for emergency veh�cles, �but not for through traffic. Gal_e �E. �Hurle,� , 238 Upland Road, advised that his home is on Upland -near and inqu�red regarding placement of street signs. Also. .in response to his request, break-away barricades were explained. ,,In response to concern expressed by Council relative to �mpr,ovements ;,that may be required in the future to connect Upland and Wh�pple Avenue, Mr. Fales advised that while it would have been preferable to 'put the road through, the residents do not want that; however, �f the property owners want that paved at some future time, they will have ' to pay for it. -3- Reg.Mtg. 2/28/77 ��
