i <br /> �. 9 � � <br /> Consent Ca]endar {continued) <br /> Request of Counc�lman Bury to attend the meeting of the League <br /> of California Policy Comm�ttee on Community Development to <br /> which he has ,7ust been appointed in S �MINUTE t ORDER p N0 1 77�67) <br /> The motion carried unanimously by roll call vote ' <br /> � <br /> 6 <br /> Y , <br /> Announcement <br /> Vice Mayor Barrett noted that Mayor Le�pzig has accepted the appo�nt- <br /> ment to the National League of Cities Committee on Human Resources, <br /> noting that Mayor Leipz�g has served on the Human Resources Develop- <br /> ment Committee of the League of California Cities for several years <br /> Oral Commu m cations <br /> Vice Mayor Barrett read from the "Oral Communications Card" completed <br /> by Carolina Mateus, 1933 Bayview Avenue, Belmont, on which she re- <br /> quested that the report on the investigation of her charge against <br /> the Redwood City Police Department made at the previous meeting be <br /> made public and that she be permitted to respond or comment on the <br /> report Vice Mayor Barrett asked Mr Fales to comment on his con- <br /> fidential report to Council <br /> City Manager Fales read the conclusions contained in his confidential <br /> report to the City Council dated March 25, 1977 concerning the � <br /> allegations of Miss Mateus Mr Fales said that he is willing to <br /> reTease the report to the press and public, but that d�stribution <br /> of a confidential report prepared in response to Council request <br /> is up to the Council <br /> There be�ng no ob�ection, Vice Mayor Barrett ordered that a copy of <br /> � the report be given to Miss Mateus and Mr Fales did so � <br /> C�ty Attorney Schricker advised that some years ago Council set up <br /> a procedure for handling of complaints lodged against public em- <br /> ployees inasmuch as the public employee is put at a great dis- <br /> advantage, because he is unable to respond to alle9ations made <br /> publicly against him The procedure requires lod9ing of a written <br /> complaint, the compla�nt then being referred to the staff and to <br /> the person against whom the complaint is lodged Council can then <br /> properly pursue investigation of accusat�ons in executive sessions <br /> with the parties involved so as not to provide a potentially <br /> damag�ng circumstance for e�ther the complaining party or the <br /> public employee <br /> Vice Mayor Barrett advised Miss Mateus that if she wishes to pursue <br /> the matter, she should submit a formal written complaint with the <br /> City in accordance with Council procedure and the matter will be <br /> considered in executive session , <br /> Discussion followed and Mr Fales and PAr Schr�cker corr¢nented and <br /> replied to questions concerning the fact that Miss Mateus is the <br /> only person besides members of the City Council who has a copy of <br /> -5- <br /> Reg.Mtg. <br /> 3/28/77 <br />
