�9� source of water for the City and that the cutback will be on a month to month basis, the same cutback applying to San Francisco itself and to all of that City's water customers Mr Fales advised further that a model ordinance has been drafted by the San Francisco Bay Area Water Users Association (SFBAWUA) for use by member agencies, ' observing that review of the vartous alternatives available resulted in the recommendation that a percentage reduction program be estab- lished at this time, since it is the most economical and easiest to administer, although it may be necessary to establish the per p capita system later. p Further, for the record, Mr Fales advised that it is the best �udgment of staff that the percentage rationing program will provide 1) the necessary 25% water savings, 2) Redwood City customers will be treated the same as others in the San Francisco Water Department �urisdiction, 3)easier and more economical administration of the program than a per capita program, 4) greater saving and less in- convenience to a ma�ority of customers, and 5) equal treatment for small and large businesses Mr Fales commented for the record that there is a basic amount of water of 10 units per two-month billing cycle which will be allocated to every residential customer, and the 25Y reduction is to occur in the amount of water used beyond the basic amount He called attention to Section 5(b) of the proposed ordinance listing the Specific Uses Prohibited and also to Section 7 Excess Water Use Charge Section 8 Flow Restricting Devices and Section 9 Discontinuance of Service Mr Fales observed that cooperation of residents is anticipated and that a complete package of material will be sent to all water cus- � tomers outlining basic provisions of the ordinance, and providing a record of individual water usa9e City Attorney Schricker requested that the following be entered into the record 1) RE50LUTION NO 7761 ESTABLISHING WATER CONSERVATION POLICY AND GUIDELINES adopted February 7, 1977 by the City , Council, � 2) Letter of February 24, 1977 from the San Francisco Water � Department to Warren Mitchell, Deputy Director of Public Works-Operations, advising that the San Francisco Publ�c Utilities Commission by resolution has directed the Water Department to take positive and immediate steps to effect an overall 25% mandatory reduction in water consumpt�on throughout its service area and requesting the City of Redwood City promptly and effectively to initiate a , mandatory water conservation program resulting in a 25q overall reduction in water usage, 3) The City Manager's Report of April 1, 1977 entitled "Proposed Water Rationing Program" with attachments, and 4) The statement of Warren Mitchell, Deputy Director of � Public Works-Operations, and President of the San Francisco Bay Area Water Users Association, that SFBAWUA has em- ployed an independent water surveyor to study, analyze and investigate the water situation and that that expert has determined that a water shortage and reduced water availability exist -3- Reg Mtg 4/4/77
