`z �� � � .. ,: <br /> Jeff Dinkin, field Representative of Local 715 Service Employees <br /> Internattonal Un�on, representing some 160 City workers, said that <br /> , the Union is very amenable to the suggested four-day work week, <br /> believing it to be a good idea and stated his willingness to work <br /> with the City in prepar�ng a survey. <br /> Mr Fales thanked Mr Dinkin and advised that of the some 70 positions , <br /> proposed to be eliminated, some 50 are represented "positions <br /> � It was pointed out that although those whose �obs are not presently y <br /> . proposed to be eliminated might not favor a reduction of hours, <br /> that there is no reason for them to believe that more �obs might <br /> not have to be eliminated in the future if no property tax funds <br /> are received, so that their positions are not necessarily secure in � <br /> any case. <br /> CiYy Attorney Schricker advised that any such survey is simply a <br /> survey of general opinion on the sub,7ect and does not represent <br /> a canmitment of any kind <br /> City Manager Fales commented concerning potent�al revenue from a <br /> business license tax, an admissions tax, a util�ty users tax and an <br /> increase in parking fines. _ <br /> Discussion followed concerning the intent of Council not to adopt <br /> any new tax <br /> MOTION Councilman Chandler moved, seconded by Councilman Rhodes, • <br /> that it be the policy of the City Council at th�s time not to <br /> consider imposing any new taxes on the residents of the City. , <br /> Discussion followed concerning whether the motion is premature in <br /> v�ew of the responsibility to the public to maintain some services; <br /> the fact that those cities which boast of having little or no pro- <br /> perty tax usually have utility users and admissions taxes, the <br /> need for flexib�lity since it is unknown what plan may or may not <br /> be provided by the State Legislature, and the desire of Council <br /> not to adopt any new tax. q <br /> Councilman Chandler offered to w�thdraw his motion in light of the <br /> discussion, but Councilman Rhodes refused to withdraw his second. <br /> Mayor Barrett ruled the motion then stands <br /> Jeff Dinkin (see above) asked if the motion includes imposition of <br /> user fees. He was advised such fees are not a tax and are not <br /> included. <br /> The motion carr�ed by ma�ority voice vote <br /> (MINUTE ORDER N0. 78-152) <br /> � Carlos Rodriguez, fire Department, commented concern�ng the need <br /> for fire service He also commented concerning the effect on <br /> Redwood Shores, if a station is closed by the Belmont Fire District <br /> Jim Irizarry, CETA Coordinator, advised that in the case of a bona � , <br /> f�de fiscal crisis, the layoff of CETA employees may be waived <br /> depending upon the circumstances He described present requirements, <br /> noting that if Proposttion 13 passes, the prime sponsor is expected <br /> to make petition to the U S Department of Labor to establish <br /> that a fiscal crisis exists. <br /> Budget _q_ <br /> Study <br /> 6/3/78 6 <br />
