Your Committee has reviewed the <br /> League of California Cities'/County Supervisors Association <br /> of California's proposals for property tax relief. Those <br /> � proposals include a program of local government "revenue <br /> sharing" under which State surplus funds would be subvented to <br /> local governmental entities. No tax increase would be re- <br /> quired in connection therewith. The plan would include the <br /> requirement that the Legislature would be subject to a com- <br /> parable State revenue lim�t and that State surplus revenues <br /> would be redirected into a reserve fund, and that a ma�or <br /> portion of that surplus would be subvented as local govern- <br /> ment revenue sharing and for additional property tax relief. <br /> The program would be permanent, w�th an emphasis on general <br /> fund and urban housing purposes. <br /> "The proposal also includes reasonable but effective <br /> property tax l�mits wh�ch, if in con�unction with State <br /> revenue sharing, would make a meaningful shift away from <br /> local governments' dependence on the property tax.
