306 <br /> ACTION TAKEN (continued) <br /> ORAL COMMUNICATIONS <br /> 1 Jeff Dinkin, Field Representative, Local 715, SEIU, advised of the circulat�on <br /> of a petition to restore the branch libraries closed because of lack Of funds as <br /> a result of passage of Proposition 13, and urged that the branches be opened <br /> now in anticipat�on of receipt of State surplus funds even though Lhe amount <br /> of the funds is not known Mr Dinkin also urged Lhat the park personnel who <br /> have been laid off be rehired immediately on the same basis <br /> Mayor Barrett referred to Council response to a similar request made on �uly 17, � <br /> stating that Council still expects to have information on the surplus and a <br /> staff report on priorities by August 21 at which time Council expects to be <br /> able to set a date for a study session on the sub,7ect <br /> GENERAL <br /> Public Hearina - Appeal of Irving H Kaye <br /> City Attorney Schricker suggested that the record show that Irving H Kaye <br /> appeared personally before the comnencement of the Council meeting and re- <br /> quested that the public hearing on his appeal whtch was set July 17 for <br /> August 21, 1978 in response to his request that it be continued until "after <br /> July 21," be set for the first meeting in September instead <br /> CONSENSUS Mayor Barrett determined it was the consensus of Council that the <br /> public hearing on the appeal of Irving H Kaye will be cont��MemoUB/8/78) <br /> September 11, 1978 <br /> General Improvement District No 1-64 <br /> Reference was made to two letters, both dated August 2, 1978, received by the <br /> City Council as the Board of Directors of GID No 1-64 from the Redwood Shores <br /> Homeowners Association It was noted that one letter relates to the Board of <br /> Equalization meeting on August 21 and that a staff report will be prepared in <br /> response and presented at that time (Memo 8/8/78) <br /> City Nttorney Schricker advised that it is not known whether or not sufficient <br /> information will be available by August 21 to equalize assessments <br /> CONSENSUS Mayor Barrett determined it to be the consensus of Council that a <br /> general meeting of the Board of Directors of GiD No 1-64 be held at 7 30 p m , <br /> on Pbnday evening, August 26, 1978 in the Board of Supervisors Chambers at <br /> which time the items mentioned in the second letter will be placed on the <br /> Agenda (Memo 8/8/78) <br /> Report re election costs - bilinaual materials <br /> Reference was made to the report of the City Clerk of 1lugust 1, 1978 relating <br /> to election costs <br /> M/S Norris/Biagi that the City Council concurs with the conclusions and <br /> recommendations contained in the Report of the City Clerk on Costs and <br /> Effectiveness of Implementation of the Minority language Provisions of the <br /> Federal Voting Rights Act - General Municipal Election, April 11, 1978 and <br /> that copies of the report be sent to Senators Cranston and Hayakawa and to <br /> Congressmen McCloskey and Ryan Carried unanimously by vo�ce vote <br /> (MINUTE ORDER NO 78-195) <br /> Reg Mtg <br /> 8/7/78 <br /> Page 8 <br /> ' <br /> � g <br /> � <br />
