i <br /> � 333 <br /> PARKS AND RECREATION (continued) <br /> MOTION Councilman Norris moved to approve an additional E100,000 for <br /> Parks and Recreation and that it be provided to Priorities for supervision <br /> and program edministration <br /> The motion died for lack of a second <br /> ' 7 Recreation Administration <br /> 8 Administration of Department <br /> 9 Center Operetlons and Speciai Interests <br /> MOTION Councilman Norris moved, seconded by Councilman Rhodes that <br /> no action be taken on Priorities 8 and 9 <br /> Myyor Barrett determined that it was the consensus of Caunc7l to hold <br /> the motion over for discussion after a recess <br /> (Louncit recessed from 10 55 to 11 15 a m) <br /> Tom Vance, 425 Palomar Drive (unincorporated area), spoke on behalf of the <br /> disabled and their problems <br /> Mr. Weeks advised that basic supervision of tbe handicapped program is under <br /> Priority No 1(Recreation Center Operations Program), that costs approximate <br /> SZ,500, that the Center works with established handicappeq groups, but claims <br /> no expertise and only assist already organized groups <br /> ADDITION TO MOTION Councilman Norris, with the consent of his <br /> second, added that in addition to Priorities 8 and 9, no action be <br /> taken on Priority No 7 <br /> Mr Weeks advised with respect to Recreation Administration, that if <br /> the program is to be restored to what it was, then it wou7d be neces- <br /> sary to have a fuil-time admtnlstrator in that dtvision, that this <br /> position would also be involved in obtaining volunteer services <br /> Mayor Barrett pointed out that the programs brought before Cauncil <br /> today do not cost the taxpayers more money, that there 1s a capacity <br /> to fund the programs this year <br /> ' MDTION RESTA?ED Cauncilmen Norris, seconded by Councilmen Rhodes, <br /> restated h1s original mottan to take no actlon on ➢riorlttes 8 <br /> (Administration of Department) and 9(Center Operations and Spectal <br /> Interests) <br /> The motton carried unanimously by voice vote <br /> MOTION Councilman Norris moved, seconded by Councilman Biagt, that <br /> the Recreation Superintendent position (Priority No 7) not be <br /> reinstated <br /> The motion carried by ma,�arity voice vote <br /> 1.
