�-4 7 <br /> AGENDA (continued) ACTION TAKEN (continued) <br /> PUBLIC HEARINGS (continued) PUBLIC HEARINGS (continued) <br /> 3(conttnued) clustered on a smaller part of the site would <br /> preserve the rare plants <br /> Mrs Peter Galla her, 369 Atherton Avenue, <br /> t erton, responded to questions regarding the <br /> fritelleria, acknowledging that while rare, it <br /> has only been proposed for inclusion on the <br /> ' "endangered" list and that there are several <br /> hundred California plants on the 19st <br /> Comnent was made regarding the apparent lack of <br /> concern about the senstttve plant area during <br /> the many years the property was designated for <br /> a high school and the fact that the recent two- <br /> year drought evidently did not have a harmful <br /> effect on the plantlife which is blooming <br /> abundaotly this year <br /> (Council recessed from 8 30 to 8 45 p m) <br /> Planning D�rector Schroeter responded to ques- <br /> ttons regarding the effect on preservation of <br /> the fritelleria on the proposed 75' buffer zone <br /> and the suggested 500-foot zone, stating that <br /> it is necessary to rely upon expert opinion and <br /> noting that such opim on may vary <br /> Walter Harrin ton, 57 Almendral, Atherton, the <br /> deve oper, suggested there has been a pattern <br /> developed whereby those who are fundamentally <br /> opposed to any development of his property <br /> attempt to confuse the issues He read from a <br /> letter to him from botan�st Lawrence Jerome who <br /> had had legittmate concern for the rare plant <br /> species on the site and has worked with the <br /> botanist employed by Harrington-Kulakoff and is <br /> now satisfied with the proposed development Mr <br /> Harrington referred to a map of the site indicating <br /> there are two large main transmission lines of <br /> the Pacific Gas 8 Electrtc Company crossing the <br /> ' property which have existed for some time and <br /> which are maintained by PG&E Mr Harrington <br /> noted for the record that the sub,7ect property <br /> has been available for purchase since 1974, but <br /> the groups ob,7ecting to any development on the <br /> site have nat attempted to purchase it for , <br /> preservation He noted that some 1200 square <br /> miles of serpentine rock has been mapped in <br /> California and is widely distributed in the <br /> State In response to question, Mr Harn ngton <br /> stated that his botanist believes the eight acres <br /> of open space and the 75' Euffer zone in the pro- <br /> posed development will adequately protect the <br /> rare plant species <br /> Tom Vance, 425 Palomar (um ncorporeted area), <br /> nq�u��about the nature of the proposed <br /> development <br /> Richard Gardella, attorney for Harrington- <br /> Ku a o� f,�that the previous development <br /> Reg Mtg <br /> 10/16/78 <br /> Page 3 <br /> ' <br /> /o J <br />
