3,5 � <br /> City representatives noted that from their point of view, it would be helpful <br /> if they were able to anticipate some of the problems, noting, for example, <br /> ' that the budget for crossing guards must be prepared in January and February <br /> �� for the following fiscal year. It was also suggested that if the City is <br /> � � aware of pending Board decisions and is able to share information and prepare <br /> for anticipated problems, then the City would be in a position to support <br /> , i School Board decisions in the commum ty, particularly in areas where the <br /> public does not understand the situation and the limited alternatives <br /> I available to the Board and the City. <br /> Cormnent was made concerning the possibility that the closing of Washington <br /> School might be considered from the po�nt of view of a laboratory with re- <br /> gard to school and community decisions and the constraints within which they <br /> must be made. It was hoped that it might be possible to educate the publ�c <br /> concerning the unrealistic and occasionally contradictory restrictions whtch <br /> prevent more des�rable and more economical solutions to local problems, thus <br /> prompting corrununity support for corrective State legislation to assist in <br /> overcoming costly school and city difficulties <br /> It was sug9ested that spec�fic attention should be given at this time to <br /> prospective effects on the City and the District of the closing of Washington <br /> i School, since that decision has been made by the Board. Consideration could <br /> be given to exploration of various relevant alternatives by a Council/Board <br /> ,7oint committee with discussion to cormience at the staff level. Board repre- <br /> sentatives advised also that a decision is expected to be made regarding <br /> closing of a �unior high school by December, and boundary lines, including <br /> thos required for desegregation, will be drawn thereafter, so that the <br /> effects of that decision might be �ointly considered later. <br /> CONSENSUS Mayor Barrett determined that it is the consensus of the Board <br /> ' and Council members that a,7oint committee of two members each from the <br /> Board and Council and staff inembers from both �urisdictions will�be estab- <br /> lished to consider matters relating to the closing of Washington School, <br /> further, that tt is agreed that Washington will be considered as a labora- <br /> tory and the ,7oint cormnittee will work from the specific to the general <br /> and attempt to develop general criteria which might be considered at the <br /> time of any school closing, and that the report of the committee will be <br /> considered at another �oint meeting of the Board and Council at a date to <br /> be set later.
