Standards on page 10 following "assured" in the <br /> first line. , <br /> The motion carried unanirtausly by voice vote <br /> (MINUTE ORDER N0. 76-159) <br /> In response to question, Chief Building Official Gyselbrecht advised <br /> that the City's existing building regulations are wholly adequate and <br /> reasonable now, noting that the Architectural Committee reviews de- <br /> signs and called attention to Target Surplus where capable, imagina- <br /> tive people were able to handle restoration of a structure economically <br /> and within the building regulations for safety. <br /> MOTION Councilman Barrett moved, seconded by Councilman Bury, to <br /> delete from the proposed Historic Landmarks Element paragraphs b and <br /> c of 5 Proposals on page 11 ' <br /> Lengthy discussion followed and City Manager Fales and Mr Gyselbrecht <br /> coimnented and replied to quest�ons concerning the desirability of <br /> having engineering capability available in restoration pro�ects, the <br /> fact that reduction in structural requirements on the basis of some <br /> historic value for older buildings may result in demands for reduc- <br /> tion tn the same requirements by others, the fact that certain features <br /> of old buildings such as low bannisters, poor headways, etc. are <br /> dangerous, and whether the intended amount and type of use of the <br /> restored buildings might be considered with regard to safety � <br /> City Manager Fales stated for the record that the responsibility for <br /> liability wi'th respect to relaxation of basic safety provisions of <br /> the buildings` codes rests with the elected representatives of the <br /> City Mr Fales observed that such responstbility cannot be passed <br /> on to architectural review or to staff, and Council should be made <br /> aware what may occur with respect to liability when considering the <br /> degree of risk wh'ich might be taken with regard to restoration of '' <br /> historic buildings <br /> Discussion followed concerning the possibility of researching the <br /> amount of hazard which has occurred in the past with regard to certain <br /> features of old buildings, the desirability of the citizen task force <br /> determining what buildings might be worth savin9, and the OSHA stan- <br /> dards which might also be applied to restored buildings used for <br /> certain purposes. <br /> The motion carried�unanimously by voice vote. <br /> ' (MINUTE ORDER NO 76-160) <br /> MOTION ' Councilman Barrett moved, seconded by Councilman Biagi, to <br /> delete from the proposed Historic Landmarks Element in paragraph a. <br /> of 7.
