508 <br /> Tom Cullinan Cullinan and Safran, developers of the senior citizen <br /> housing pro�ect, provided an architect's sketch of the Hilton Street <br /> side of the proposed development Mr. Cullinan stated that the ' <br /> poor appearance of the Canned Foods store was cited by the federal <br /> officials who approved the pro�ect for funding, but that the land- <br /> scaping which would be possible in the portion of the street proposed ' <br /> to be abandoned would sufficiently minimize the effect of the store <br /> appearance to make it possible to obtain approval of the pro�ect <br /> In response to question, Mr Cullinan advised that the pro�ect will <br /> be a three story building consisting of 58 one-bedroom units with <br /> 33 parking spaces and noted that the property is zoned to permit 80 <br /> units in a M gh-rise building <br /> In response to question, Mr Smtth described the background leading <br /> to the proposed street abandonment, reminding Council that changes <br /> in the fire zone were approved by Council and that the Planning <br /> Commission has approved variances with regard to landscaping and <br /> open space. <br /> In response to question regarding procedure required to abandon the <br /> entire street, City Attorney Schricker advised that present proceed- <br /> ings should be terminated and staff requested to return with a pro- <br /> posal for the entire street to be abandoned Mr Schricker reminded <br /> Council that the property owners to whom abandoned streets are re- <br /> turned are required to alter their appearance as streets and to <br /> provide proper maintenance. <br /> Mr. Schricker again reminded Council that the question before them <br /> at this time is only whether or not the portion of the street proposed <br /> to be abandoned is needed for public use as a street ' <br /> Brief discussion followed and Mr Cullinan replied to questions con- <br /> cerning the design of the pro,7ect, Council desire for such housing <br /> for qualified citizens, the expertise of the developer in constructing <br /> such pro�ects, and the desirability of providing adequate parking for <br /> residents and guests <br /> Howard Magee, owner of the property ad,7acent to Canned Foods used as <br /> a parking lot, stated he has a long term lease with Purity Stores <br /> for use of the property and opposes the abandonment of any portion <br /> of Hilton Street Mr Magee suggested that an abandonment proceeding <br /> is required before property can be given to a property owner,'that <br /> the City is proposing to 9ive the developer property which shoul <br /> be sold, and that notification of the City's intent was not given to <br /> property owners City Attorney Schricker advised that the public hearing <br /> being conducted at the present is the required abandonment hearing <br /> and that property owners have title to the property to the middle <br /> of the street, but it is now being used as street right-of-way <br /> Therefore, if the street is abandoned and the property given to , <br /> its owner for other use, no charge by the City would be appropriate <br /> since the property already belongs to the owner City Clerk <br /> Hildebrand showed Mr P1agee the Affidavit of Publication of Notice <br /> of Hearing which appeared in the REDWOOD CITY TRIBUNE and the <br /> Affidavit of Posting indicating all affected properties tn the ' <br /> area were posted for public notice of the proposed abandonment <br /> proceedi ngs . <br /> -4- <br /> Reg.Mtg <br /> 8/2/76 <br /> _ . . _. . ,. . �..... . , . .. ... ..............d_,_, . ,,,, ,.,, � . <br />
