233 <br /> = r � <br /> MOTION Councilman Henderson moved, seconded by Councilman Norris, <br /> to accept withdrawal of the application of Parkwood 101 for annexa- <br /> tion to GID No. 1-64 and to terminate proceedings relating to that <br /> application (MINUTE ORDER N0. 76-�1) <br /> ' The motion carried unanimously by voice vote. , <br /> Public Hearin - Rezonin A lication <br /> Mobil Oil Estates Redwood Limited <br /> continued from 12/8/75 and 12/15 75 <br /> Mayor Weymouth reminded Council that the public hearing on the <br /> application to amend the Zoning Map to rezone 80.4 acres of prop- <br /> erty from TP (Tidal Plain) District to CB (Central Business) Dis- <br /> trict, 18.5 acres of property from TP District to PO (Professional <br /> Office) District, and 7.4 acres of property from TP District to <br /> R-2 (Residential-Duplex) District remains open. <br /> Planning Director Schroeter displayed two slides, the first de- � <br /> picting the area under consideration and the original application <br /> for rezoning submitted by Mobil, and the second showing the re- <br /> vised plan ,7ust drafted by the Public Works Department indicating <br /> a line equivalent to the toe of the slope on the waterways Mr <br /> Schroeter indicated the Planning Commission recomnendations on <br /> the first map and also showed Council a large map with metes and <br /> boundartes described of the equivalent toe of slope line <br /> Discussion followed and Mr Schroeter replied to questions con- <br /> ' cerning the equivalent line, which types of zom ng would permit ' <br /> restaurant development over the water and the extent possible, <br /> and the latitude permitted in responding to the application for <br /> rezoning. <br /> Harry Jackson, attorney for Mobil, referred to the City Council <br /> Minutes of December 15 containing testimony of those representing <br /> Mobil In response to Mr. Jackson's request, Mr Schroeter again ! <br /> displayed the slide depicting the Planning Commission recormnenda- � <br /> tion regarding the sub�ect application, observing that the Com- <br /> mission intent was to make the south side of the waterway conform ' <br /> to the north side which is already zoned for commercial use. <br /> Mr Jackson cormnented regarding the lack of Council policy re- <br /> garding building along interior waterways and indicated Mobil <br /> requires planning and design flexibility in order to be able to <br /> present to developers sites for unique water-oriented commercial <br /> use <br /> Gene Mascarelli, Mobil, showed slides of examples of various types <br /> of water-oriented corrmiercial design that might be possible <br /> Mr Jackson acknowledged the complexity of the rezoning issue <br /> and proposed that Council adopt the rezoning recommended by the <br /> ' Planning Commission with the necessary amendment to include the <br /> westerly "knob" in the CB zone, and, at the same time, Mobil will <br /> stipulate that the water surface area presently before Council as <br /> well as that on the north side of the waterway already zoned com- <br /> merctal will be made the sub�ect of a building agreement with the <br /> -2- <br /> Reg.Mtg <br /> 1/5/76 <br /> o � <br />
