2 �r8. <br /> Public Hearin - Planned Develo ment Permit A lication, <br /> 714 Can on Road Stekoll Develo ment Cor oration, a licant) <br /> continued from 1�26/76 <br /> Mayor Weymouth declared open at 7 40 p m. the public hearing on <br /> the sub�ect application <br /> Assistant City Manager Smith referred to the Planning Commission ' <br /> minutes and the material supplied by staff relating to the sub�ect <br /> application. <br /> Vice Mayor Williams stated he would abstain from participating <br /> in consideration of the sub,7ect application and from voting on <br /> the matter <br /> Councilman Leipzig stated she would abstain from participating <br /> in consideration of the sub�ect application and from voting on <br /> the matter. <br /> (Vice Mayor Williams and Councilman Leipzig then left their Council <br /> chairsat742pm) <br /> City Clerk Hildebrand advised that the Affidavit of Publication <br /> of Notice of Hearing regarding the sub,7ect application is on file <br /> in her office and that a petition from res�dents of the area has <br /> been received and copies circulated to Council members <br /> Planning Director Schroeter displayed a slide depicting the pro- <br /> posed planned development of ten single-family units with condo- <br /> minium ownership Mr. Schroeter described the Planning Cormnission <br /> considerations in reviewing the application for the development, � <br /> observing that the plan now recormnended to Council was approved <br /> after several alternate plans had been re�ected. Mr Schroeter <br /> called attention to the conditions of approval contained in the <br /> Planning Commission recortunendation <br /> In response to question, Mr. Schroeter advised that consideration <br /> had not been given to a standard develooment of 6,000 sq. ft lots, <br /> since no such development had been proposed, that depending upon <br /> the divis�on of the land and the exceptions which might be granted, <br /> it should be possible to construct seven to ten standard units <br /> on the property, that the proposed plan preserves more trees <br /> than other proposed plans; and that with regard to access to the <br /> property from Canyon Road that three alternatives were considered <br /> and the plan recommended appeared to have the most advantages <br /> Discussion continued and Mr. Schroeter cortunented and replied to <br /> questions concerning the inability of the developer to acquire <br /> additional property which would permit access on Glenwood since <br /> the easement there is not for sale, the fact that Bain Place is <br /> a standard residential street, 54 ft of right-of-way with 34 <br /> feet curb to curb; the amount of visitor parking available in <br /> addition to the two-car garages per unit, and the City's position <br /> wtth regard to maintenance and police patrol of private streets. <br /> City Attorney Schricker advised that parking violations apply to ' <br /> public parking places and citations cannot be issed on private <br /> property, noting that if the foot path proposed for the development <br /> -2- <br /> Reg.Mtg. <br /> 2/2/76 <br />
