�8� <br /> Mayor Weymouth advised that two written communications were dis- <br /> tributed to Council at the commencement of the meeting and re- <br /> quested that receipt be entered into the record. The communications <br /> are Letter of February 25, 1976 from Norman B. Hansen, Civil <br /> Engineer for San Mateo County Scavenger Company, addressed to the <br /> City Council, and copy of a letter addressed to the Planning Com- ' <br /> mission,_dated January 6, 1976, from Paul F. Kelly, attorney for <br /> the San Mateo County Scavenger Company It was pointed out that� <br /> copies of the latter letter were furnished to Council with-the <br /> other materials transmitted by the Planning Commission in con-- <br /> nection with the sub�ect public hearing. <br /> Mayor Weymouth declared open at 7 36 p m the sub�ect public hearing <br /> City Attorney Schricker replied to questions and commented concern- <br /> ing the unusual nature of the appeal before the Council, noting <br /> that the Planning Cormmssion has certified Environmental Impact <br /> Report 75-07 adequate and sufficient which is satisfactory to the <br /> appellant The Planning Commission, however, chose to make a <br /> conclusion to the EIR, and the appeal is addressed to that° <br /> Conclusion The letter of the San Mateo County Scavenger Company <br /> of January 13, 1976 signed by Louis J Devencenzi, Prestdent, <br /> constitutes the appeal of the Conclusion and contains the nine <br /> specific�points which the Company requests be considered <br /> (NOTE The Conclusion of Environmental Impact Report" on page 1 <br /> of the "Final Environmental Impact Report - Proposed San Mateo <br /> County Scavenger Company Solid Waste Transfer Station - Approved <br /> by the Redwood City Planning Commission on January 6, 1976" is <br /> not complete The portion of the Conclusion shown is only the ' <br /> first paragraph of the staff report as modif�ed by the Planning <br /> Commission. Omitted are the remaining three paragraphs of the <br /> staff reoort which were not modified but which were adopted in <br /> the motion The paragraphs are as follows• <br /> "The positive impacts of the proposed facility include a more <br /> centralized dumping site location for the County, the addition <br /> of ornamental landscaping in the form of vegetation on the <br /> proposed site, the recycling of some materials where presently <br /> almost no recycling is being done at present, a reductio� of <br /> miles traveled by the San Mateo County Scavenger Co , and the <br /> reduction in cost of hauling garbage to Ox Mountain if it is <br /> to become the future dumping site for the County. <br /> "The proposed Transfer Station does conflict with the Proposed <br /> General Plan as adopted by the Planning Commission The nature <br /> of uses proposed in the General Plan are commercial in character <br /> The Garbage Transfer Station is more related to heavy industrial <br /> type uses, mainly because of the traffic generated by the use <br /> and the nature of equipment required for this operation <br /> "The negative impacts of the proposed pro�ect outweigh the <br /> positive impacts If mitigation measures are taken as recom- <br /> mended in the EIR, some of the negative impacts will be reduced, <br /> however, the negative impacts will continue to outweigh the ' <br /> positive impacts ") <br /> Discussion continued and Mr Schr�cker commented as to the nature <br /> of the Appeal and the appropriate Council response to it, observing <br /> that Council should review the Planning Commission conclusion and <br /> -Z- <br /> Reg.Mtg. <br /> 3/1/76 <br />
