The public interest and necessity require the Project. <br />This finding is based on the requirement in the Community <br />Redevelopment Law itself that redevelopment agencies provide <br />affordable housing in the communities in which they operate. <br />(Reference Sections 33070 and 33071 of the Health and Safety <br />Code). This finding also is supported by the General Plan which <br />sets forth the current and continuing need for affordable housing <br />in the City of Redwood City. <br /> <br /> 2. The Project is planned and located in the manner that <br />will be most compatible with the greatest public good and the <br />least private injury. <br /> <br /> This finding is based on the fact that the Project is <br />located in an appropriate zone district for the Project (R-5); <br />such zoning itself demonstrates that the Property is suitable and <br />desirable for the construction and use of the Project; the <br />Property is not occupied by any residents and therefore there <br />will be no displacement of residents as a result of the Project; <br />the owner will receive value for the Property as provided by law. <br /> <br /> 3. The Property sought to be acquired is necessary for the <br />Project. <br /> <br /> This finding is based on the existence of a housing need in <br />the community far in excess of the number of residential units <br />that can be developed on the Property, as appears in the General <br />Plan. <br /> <br /> 4.
