Chief Collins replied � <br /> that he believed that v�herever liquor mas sold trouble n*ouI@ be apt_to <br /> .occur., ho�aever, he did not believe that it was in order for him to reoom- <br /> mend tha,t no liquor be sold at the dances, stating that ti�as a matter for the�� <br /> Council to decide and that if t;iere were any disturba,nces the Police De- <br /> partment �rould handle them. Councilman Ar�stror� and r.4ayor Hilton con- <br /> curred in this �nd both expressed. the oninion tha.t Foresters Hall had � <br /> been on a probationary basis for some time and did not believe the,y s�ould <br /> tie granted any more concessions. Councilm»n Armstron� r�.ised the auee- <br /> tion as to v✓hether the orc3inance rvas be3ng adhered to inasmuch as it <br /> states that no liquor shall be sold in the sa.ne room or enclosure in <br /> �rhich dancing is conducted and exnressed the oninion thQt Foreaters Hall � <br /> wa.s one enclosure. The?=e �aas a grea.t deal of diecussion as to the in- � <br /> tent of the ordinance in regard to this v�ording and the manner in 1*rhich <br /> it �vould �.fiect other liauor esta,blishments in to�rn, '�he fa.et nras also <br /> : broubht out by Councilmen �nderson,Armstrong and Pdayor Hilton thatt.the <br /> disturbance which occurr.ed a fevr week.s a�o was not the only disturbance <br /> which had occu.rred.-.��Councilman Armstrong asked for the poliee report <br /> of thie dieturbance and asked tha.t,it be submitted as evldence that the <br /> argument w�.a precipated by the fact that li�uor was sold at the dance. <br /> Councilman (�ranger i�as u�illing to grnnt the nermi t to sell beer at the � <br /> dances on a probationary basis inaemuch as he believe there �vere tv�m <br /> sides to the a.r�;ument �nd if there axe any further complaints he n�rould <br /> vote to deny the permit. Councilman Anderaon concurred in this opinion <br /> and also for the reason that he believed all such establishments should. <br /> be treated as a whole. Councilman Armstrc�n� reouested a roll ca.11 vote � <br /> and the follocring vote was recorded: l�yes and in favo?^ of the motion: <br /> Councllmen Armstron�, Fletener and P4ayor Hilton. Noes a.nd ��ainst the <br /> motion: Councilman Anderson for the resson thP,t he beli2v�d the Fores- <br /> ters should be granted a probationary period, Councilmen Granger and <br /> P�cNulty. Councilm�n Britschgi absent. The tie vote resulted, in the � <br /> motion bein� loUt a.nd Councilman Cr�an£r,er moved that the �e�nit be <br /> �ranted aa h�,s been �in previous occasions, that the dance nerrait be <br /> granted with permiseion to sell beer in a senarate room until such <br /> tiine aa the Council decicles to take further Pction.
