<br /> work shall be done on Labor Day except to preserve life and property. The

<br /> • City Manager Blom reported that in regard to financing improvements at the Yacht
<br /> Harbor, he and City Attorneq MeCarthy had attempted to find eome meane to
<br /> make the Yacht Harbor at least pa.rtially self-supporting. The rate other
<br /> communities charged for the rental of berths wae checked and he did not be-
<br /> lieve that if this city was to stay in line with the othere the rates could
<br /> 1 be raised. City Attorney �reCarthy had checked the poseibility of getting
<br /> funds from the 3tate, however, this possibility seemed rather remote. City
<br /> Attorney McCarthy stated that there are funde in the 9tate Park Board to
<br /> be used with local matching funds for recreational areas but he beliened it
<br /> would have to be for more general use than the Yacht Harbor. Councilman
<br /> ' Swift concurred this opinion, having been a member of the 3tate Park
<br /> Board. Mr, Fredlund, commodore of the Yacht Club, appeared and spoke in
<br /> behalf of improvements being made at the Yacht Harbor. Othere appearing
<br /> were Mark Neebit of the Palo Alto Yacht Club and Mr, A, H. Davies of the
<br /> local club. There was considerable diecuseion in regard to where funds
<br /> • aould be obtained to finance such a project, it being the general opinion
