C. Frost
for engineering vork on sewage treatment and disposal plant to the
,.::, members of the Council. r4r. Blom explained that the necessity for the
second supplement agreement arose in connection with the application
of the City to the State for a portion of the cost of the project:
that the original contract and first supplement tnereto were not as
explicit as they might be as to the compensation of the engineer: It ,.
had been agreed that the intent of the contract evas to allow three per .
cent for the preparation of plans and specifications, up to the time
of the avtard of contract, and one percent for supervision of perfor- '
mance of the contract. This rate of compensation is made specific in
the second supplemental agreement, ihich also provides for a re-estimate
of the cost of the project, The original estimate v,as $300,000 the
, present estimate is 456,000, due partly to the combination of our plant
~with San Mateo County to take care of North Fair Oaks sewage, and partly
to rapidly rising costs.
