6.3.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 22, 2011 <br /> SUBJECT <br /> Redwood City Recycled Water Project - Federal Title XVI Water Reclamation and <br /> Reuse Grant Program <br /> RECOMMENDATION <br /> Adopt a resolution authorizing the City Manager to enter into an agreement with the <br /> Bureau of Reclamation and to implement the provisions of that agreement. <br /> BACKGROUND <br /> On June 13, 2011 the Redwood City Council adopted the 2010 Urban Water <br /> Management Plan, which calls for the expansion and increased use of the City's <br /> recycled water supply. A second phase (Phase II) of the City's Recycled Water Project <br /> would include ten miles of pipelines serving existing water customers and new <br /> development and redevelopment areas west of Highway 101. Phase II will be <br /> composed of commercial, residential, and municipal customers who can benefit from <br /> recycled water use for irrigation and toilet flushing. The City's 2010 Urban Water <br /> Management Plan estimates the Phase II recycled water demand to be 507 acre-feet of <br /> water per year. Phase II will also provide the "backbone" necessary for Redwood City <br /> to become a regional recycled water supplier to neighboring cities. <br /> Because Redwood City is committed to expanding the use of recycled water in the <br /> City's water service area, staff submitted an application for, and was awarded, $94,700 <br /> in federal financial assistance from the Bureau of Reclamation for the development of <br /> feasibility studies and associated environmental activities from the Federal Title XVI <br /> Water Reclamation and Reuse Program. Collection of the federal funds requires the <br /> City Council to provide financial commitment for the non-federal portion of the cost of <br /> feasibility studies and associated environmental activities for the projects. <br /> Staff has determined that the City has the financial ability to provide funding for costs of <br /> the non-federal portion of the feasibility studies and associated environmental activities <br /> through the City's existing Recycled Water Project fund. Total project cost for these <br /> activities is approximately $190k, with Redwood City's share being $95k. The funds <br /> that will be allocated for this work are from the City's Water Enterprise and not tied to <br /> the General Fund. Staff recommends that the City Council adopt a resolution <br /> authorizing the City Manager to enter into an agreement with the Bureau of Reclamation <br /> and to implement the provisions of that agreement so that the federal funds can be <br /> collected. <br />
