D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 22, 2011 <br /> SUBJECT <br /> Installation of stop signs on Oracle Parkway at the approaches to Oracle Corporation <br /> Building No. 500 and Building No. 600 <br /> RECOMMENDATION <br /> Approve, by resolution, the installation of stop signs on Oracle Parkway at driveway <br /> approaches to Oracle Building No. 500 and Oracle Building No. 600. <br /> BACKGROUND <br /> Staff has reviewed roadway safety concerns expressed by Oracle Corporation located <br /> on Oracle Parkway. Specifically, Oracle notes the lack of sufficient traffic control at two <br /> T-intersections and associated crosswalks where Oracle Parkway meets with two <br /> separate driveway approaches which provide vehicle access to Oracle buildings. Oracle <br /> reports that these driveways and the pedestrian crossings are heavily used by <br /> employees and visitors and that Oracle management has received numerous requests <br /> for improvements. <br /> Staff has evaluated the conditions at this location and recommends that stop signs be <br /> installed on Oracle Parkway at two locations where the roadway intersects with <br /> driveways giving access to Oracle Building 500 and Oracle Building 600. As proposed, <br /> Oracle Parkway, (the major-volume street) would be stop-controlled and the T- <br /> intersections would become functional all-way (three-way) stop-controlled intersections. <br /> The subject intersections meet the criteria set forth in the city's adopted stop sign policy. <br /> Due to the irregular configuration of Oracle Parkway, line-of-sight sight distances are <br /> limited. Multiple curves in the roadway reduce visibility at both T-intersections. Police <br /> records show few reported accidents in this area within the last five years, but Oracle <br /> Corporation reports many narrowly avoided incidents. <br /> Additionally, the proposed stop signs will improve pedestrian safety by providing <br /> means of traffic control at the existing pedestrian crosswalks on the east side of <br /> Oracle's business site. Public walking trails located north of Oracle Parkway attract <br /> many pedestrians to the general area who will benefit from improved safety conditions <br /> when crossing Oracle Parkway. <br />
