8.A. - Page 4 <br /> certified, the City can then decide whether or not to approve the project based upon its <br /> review of the merits of the project and its consideration of the applicable criteria set forth <br /> in the City's ordinances. <br /> Laurel Way Environmental Impact Report Process <br /> As mentioned above, a Draft Environmental Impact Report (DEIR) was prepared for the <br /> project. The firm of RMT, Inc. authored the DEIR in consultation with the City staff and <br /> consultant planners and all applicable Responsible and Trustee Agencies whose <br /> approval is required for the project. <br /> Community Workshop <br /> On October 30, 2007, the Planning Commission held a workshop for the project. The <br /> workshop provided the community with an opportunity to provide verbal and written <br /> input regarding environmental issues to be examined in the EIR. <br /> Study Session <br /> On June 3, 2008, the Planning Commission held a Study Session for the project. The <br /> meeting provided an opportunity for Planning Commissioners and the public to provide <br /> input and focus for the EIR. <br /> A Notice of Preparation (NOP) for the EIR was circulated to all Responsible and Trustee <br /> Agencies, as well as all property owners and residents within a 300-foot radius of the <br /> project site, and a scoping meeting was held by the Planning Commission on February <br /> 3, 2009. The DEIR was completed in February 2010 and was circulated for a 45-day <br /> public review and comment period from February 19, 2010 to April 7, 2010. In addition, <br /> the Planning Commission held a public hearing to review and take testimony on the <br /> DEIR on April 6, 2010. <br /> Twelve public speakers offered comments on the project, in addition to other input <br /> received by the Commissioners. Although the comments generally pertained to all <br /> environmental issues, they focused on potential impacts related to tree removal and <br /> aesthetics, hydrology, drainage, noise, and traffic safety. Safety concerns involved <br /> temporary traffic from project construction, as well as potential traffic issues from the <br /> addition of permanent residents and the associated trips on both Laurel Way and <br /> Highland Avenue. <br /> Final Environmental Impact Report <br /> Upon completion of the 45-day public comment period on the DEIR, both the written <br /> comments received from individuals and the minutes from the April 6, 2010 public <br /> hearing were compiled and catalogued for incorporation into the Final Environmental <br /> Impact Report (FEIR). <br /> The FEIR consists of the following components: <br /> • The Draft EIR (or a revision of the draft) <br />
