At that tizx�e, this part af the F'eninsula was ��ten a place for small farms, orchards, cottage style homes, and small second homes for ihose �ooking for relief from San Francisco's summers. S�oped lots of 7,000-$,000 sguare feet may have been considered adequate for such uses, and dz�t roads the z�orm. The County wouId z�ot have foreseen building rnul#a-story S,2a0 square foot dwellings in such an area. I`leither would the Ca�anty or planning authority have considered at that time the environmental concerns attendant to majar developzx�ents, such as exees�ive traffi�, sozl eros�on frozz� de�p pier drilling, a ne� raadway� redire�tion of the creek, and a 30-foot high ret�ining v✓alls.. T�e complexity, scope an� size of Ehe proposed project are ciaametrical�y opposed to the historieally lim�ted 'znten#aans for the �roject site.
