In 198$ and again in 2000, tl�e City Council provided policy direction that, priar to further development of individual lots in the Laurel Way area, a full environmental impact report should be prepared which comprehensively analyzes the cumulative development of full buzldaut af these lots. Ii2 July, 2007, the Laurel Way Joint Venture submitted an application fQr a Plazitied Development Permit and for a Vesting Tentative Map for the Laurel Way �'roject, which initiated an env�ronmental review process with the City. The application proposed development of 1$ �omes in the Project area. The VTM provi�led far merging three of the lots into two Zots, one of whic� would be left as open space. The remaining 17 lots would remain largely in the saine configuration as they currently are, but the VTM praposed m�inor adjustments to their respective boundaries tc� accominodate development of a larger a�cess road. The City proceeded with preparation of bo�h a Draft and then a proposed Final EIR for this proposed project, with such preparation fun�.ed by the Laurel Way Join# Venture. The City retained a planning consulting firm, RMT, Inc., to prepare t�e EIR. The City published the Draft EIR in February 2010 and then circulated it for public review and cornrnent In Au�ust, 2010, the City published a propased Final EIR, which ineluded responses to all public coinments reCeived durin� the cominent period. Before the Draft EIR was prepared, the Joint Venture retained severa7 engineering firms ta conduct environmental studies of the patei�tiai cumulative impacts of Project development, including geologic/geotechnical studies, hydrologic storm draiunage analyses, traf�c s�udie�, and analyses of l�iological impacts. The City's EIR consultant, RMT, Inc., retained separate engineering consultants in each of these fields to eonduct independent peer reviews of each of these studies, The Draft EIR surnmarizes the analyses from all of these studies, which are aIso reproduced in full in Appendix E of the Draft EIR. On August 24, 2010, while the development applications were sti�l pending, the City s Plannin�; Coir�unission ti to certify the Final EIR. LWA1`�1A app�aled that certification to the City Council. With the concuz of both the Laur�l Way Joint Venture ana LWAI�IA, City staff defen�ed the scheduling of that appeal foz a hearing before the City Council pending Plannin� Commission action an the deveIopment applicatians themseIves. On December 7, 2010, the Planning Commission heId a public hearing to consider the applications for the Flanned Development Pernut and the Vesting Tentative Map.
