6.1. B. - Page 2 <br /> submitted by the three proposers, the high number of USA locate requests was <br /> unforeseen and it is a significant driver of the cost increase request. Additionally, Cal- <br /> West services for several types of uncontrollable events that impact the cost of service, <br /> including unforeseen costs associated with response to street light and traffic signal <br /> knockdowns due to traffic accidents, and unanticipated costs to repair damaged <br /> illuminated street name signs and lighted crosswalk components. In order to be certain <br /> to have sufficient funding for all future unanticipated and uncontrollable expenses, such <br /> as USA requests, responses to street light and traffic signal knockdowns and unplanned <br /> emergency responses, staff requests an increase of $70,000 to the Agreement. The <br /> revised total contract amount will be $170,000.00. <br /> ALTERNATIVES <br /> The City Council could direct staff to issue a new Request for Proposal, but the City has <br /> an Agreement with this contractor covering a one year term which does not expire until <br /> February 22, 2012. Staff does not believe that significant savings would be obtained by <br /> issuing a new Request for Proposal. Cal-West submitted the lowest prices for each of <br /> the bid items as listed in the RFP and they have told staff that they will not increase their <br /> prices during the term of the initial Agreement, nor during the term of any subsequent <br /> Agreements. Cal—West has provided professional and timely service during the months <br /> they have been the City's electrical maintenance contractor. <br /> FISCAL IMPACT <br /> Funds for this requested increase were approved and appropriated by the City Council <br /> in the Fiscal Year 2011-2012 Electrical Maintenance subprogram of the Public Works <br /> Services Department budget. <br /> ENVIRONMENTAL REVIEW <br /> The extension of a contract for continued service to electrical facilities and to mark the <br /> location of underground utilities is not a"project" pursuant to the California <br /> Environmental Quality Act (CEQA).
