AccessMyLibrary. 31 Jul. 20Q9.) The Caminission's
response to this legitimate concern, i.e,, tlat this mitigation measure will
'eliminate any significant environxnental impact, aznounts to no more than a
proverbial lap of faith since the Coinmission ]acks the reports and information to
know if xnitigation wauld be successful (vti+e do not believe it wouid be),
Moreover, the reports and mitigation studies the Commission does have d not
accaunt for consecutive winter seasois and the attendant long-term effecs on
erosion and damage from tha degradaian that will occur during the development
axad construotion phases of the project.
o The FEIR fais to ade,cuately address potential "generation of exaessive ground-
borne ibration or ground-borne xioise leveis" {See CEQA Guidelines, Appendix
G, CQA Environmental Checklist Form), which shoud be assumed will occur
when, for example, geoiogy mitgations cal] for "drilled pier foundations and
compacted engineered fll." (FEIR Mitigatian Measure Geology-1 noting the
need for drilled pier faundations.}
(c) 1'he Proiect Will Have Sisnificant Cumulative Ympacts That Have Not Been
Identified. Analvzed. or Mihated
In addiion to an analysis of the roject's impacts on baseline condition, CEQA requires the EIR
xamine curraulative impacts of other projects on the subject site. (CEQA Guidelines, § 15130.}
It is important to note that the curnulaive ipacts of irhe proposec3 project have not yet been
addressed. For example, there appears ta be a significant evelopmenfi underway on Canyon
Lane, a rural area adjacent to Glenwood Avenue, which itself abuts the steepest area of the
project. At least 10 adjoinuig lots on Canyon Lane are owned by Casey Construction, the last
lat having been acquired by Casey in J'uly 20I l. Recent pre-eonstruction activity indicates
development of the entire area could be irnrninent. The combined development of the Project
and tle neary Ca.lyon Lane wauld all but surround the property at ard end of Glenwoad and
certainly further ifnpact the wildlif, vegetation and the verdant characteristics of'the project site.
In additian, traffic wili be significantly increased st the intersections of Highland and Canyon
Koad, and at Higliland and Jeffersan Aveue.
9 Casey Constructiqn has preiously served as a contractor to the City in conneclion with various stonn drain
improveinent projects worth nearly $1 miilian.
