Historical e�idence of significant hillside instability is not addressed by the DEIR. The <br /> residence at 3726 Laurel Way was determined to be structurally unsafe in 1992 (City of <br /> Redwoad Gity report, March 17, 1992�. The residence was determir�ed to be unsafe for <br /> a two year period, as a result of slope stability issues, according to a resident o# the <br /> neighborhood. The resident also informed me that anot#�er h9lfside hause, an the <br /> portion of Vista Road, directly abo�e the house at the end of t4�e unpaved portion of <br /> l.aurel Way (3769), slipp�d off its foundation (reportedly 30-pi�s years ago) and was <br /> candemned and later #arn down. <br /> Again, the DEIR needs to be revised to consider the patential for a deep-seated landslide <br /> complex ir� the eastern area of the de�e�opment and mitigation needs to be identi#ied to <br /> prevent structura! damage in �hat area. <br /> 3. The potential far lar�dsliding anc! slope instability ta be heightenec� ciuring a nine-year <br /> continuaus constructian period when portions of the hillside would }�e exposed to <br /> increased erosian is not addressed. Mitigatian a# patential impacts from slape <br /> movement are deferred; for example, mitigation measures Gealogy-1 and Gealogy-2 <br /> cal[ for design-le�el geatechnical evaluatinn that will be submifted only after the project <br /> is approved. The �IR simply doesn't addres5 them, but puts them off for future reports. <br /> The Planning Commission does not have sufficient informatian on which to base its <br /> canclu5ion that "no significant impact" will result from the �raject. <br /> 4. 51ope stability wilf be campromised by the removal of 91 mature trees, most of which <br /> are an steep slopes. The �Ilt does not discuss the extent to wh�ch the tree raot systems <br /> are connectec� ta soil stabiiity. The EIR fails to addres5 the significant potential risks of <br /> landslides resulting fram removaf of nearly all the trees (mature and not mature) from <br /> the site far purposes of road and home constru�tion. Replacements trees will take years <br /> to establish root syster�s and will do nothing in the ir�terim to mitiga#e the damage from <br /> instability and s�ides.
