These are steeply graded properties with <br /> complex drainage systems, unusual geology, and a singIe route of access through an established <br /> neighborhood with feeder roads already inadequate for the traffic they might be forced to bear. <br /> Irrespective of the unprecedented comple�ty of this proj ect, the Redwood City Planning Commission <br /> approved the Environmental Impact Report for the Laurel Way development; and most remarkably, did <br /> so nearly unanimousIy and without substantive objectian. That a major speculative development could <br /> be imposed on an old, established neighborhood, with complex geology, and based on lots laid out <br /> nearly a century ago, and without serious objection from the plannirig commission seems to me to be <br /> not credible. <br /> The idea of so many disconnected landowners �ouping together to push thraugh a major project like <br /> this is also unprecedented. Tf this were a single developer who hoped to build a coherent project and to <br /> do so within some reasonable time-frame, it miglrt ba tolerable to those of us who will have to live <br /> immediately adjacent to the chaos, traffic, and environmental degradation; but in fact, there is no <br /> coherent schedule to develop the lots, w�ich means these landowners could take a decade to build on <br /> schedules as they please, realistically resulting in ten years ox more of construction traffic burdening an <br /> already sub-standard set of access mads. <br /> T hope that the City Council will talce this issue more serionsly than did the 1'lanning Commission. If <br /> there is real concern for the integrity of our neighborhoods and the preservation of our environment, <br /> then this is the sort of activity that shou�d warrant the closest scrutiny. <br /> Most sincerely, <br /> Russell L.
