"852-860 WALNUT STREET" PRECISE PLAN - CP#1 <br /> REDWOOD CITY DOWNTOWN RESIDENTIAL PRECISE PLAN <br /> <br />I. PURPOSE <br /> Downtown offers exceptional potential for developments that mutually reinforce <br /> and support each other. The purpose of this Precise Plan is to tailor the land use <br /> and development criteria for this unique Downtown property in order to <br /> encourage the construction of a small-scale residential development with <br /> individual ownership potential. These provisions and development criteria are not <br /> attainable in other City zoning codes. The Precise Plan process allows the <br /> community to clarify the City's vision, to review and set development policy, to <br /> establish a clear, responsive review/approval process. <br /> <br /> Although this Precise Plan addresses a specific property, the unique housing <br /> concept envisioned in the plan may have application elsewhere in the community, <br /> at which time the plan can be extended and tailored to that site and surroundings. <br /> <br />II. THE CENTRAL BUSINESS (CB) DISTRICT - A FALLBACK ZONE <br /> The provisions of the CB zone are incorporated into this Precise Plan by <br /> reference. Should a development be proposed that is substantially inconsistent <br /> with the goals and intent of this precise plan, the applicant, the Planning and <br /> Redevelopment Director, or designee may request authorization from the <br /> Planning Commission to adhere to the CB zone provisions. <br /> <br />III. BASIS FOR USE OF A PRECISE PLAN <br /> A. General Plan <br /> The 1990 General Plan recognizes the Downtown as an important growth area, <br /> one encouraging a mix of uses with an emphasis on the need for high-density <br /> residential development to "make the area more exciting" and "allow greater use <br /> of transit for work and shopping." The General Plan also recognizes the difficulty <br /> of development due to the lack of large parcels and the difficulty of land <br /> assembly. <br /> <br /> B. Draft Downtown Area Plan (October 2001 draft) <br /> The draft Downtown Area Plan emphasizes the vision of a "vibrant and livable <br /> downtown," an emphasis on walking, a priority on "high-quality, high-density <br /> mixed use housing," and innovative means to implement the goals. The plan sets <br /> a policy base that encourages a variety of higher density housing and new <br /> approaches to achieve more in-fill housing through redevelopment of other, low- <br /> intensity uses. Small lots and in-fill development require special zoning tailored to <br /> provide incentives and encourage creative approaches to land use. <br /> <br />IV. PROPERTY DESCRIPTION (2002) <br /> The subject property is uniquely located on the west side of Walnut Street, at the <br /> edge of the downtown commercial uses and across from residential uses.
