52.4 Precise Plans <br />The City may adopt a Precise Plan to de ineate uses, relationships to other areas, <br />intensity of use, circulation, design criteria, procedures for development review and <br />special conditions. A Precise Plan may althorize issuance of a Planned Community <br />Permit (hereafter referred to as a PC perm t) by the Planning Director or designee as <br />provided in Section 52.10 and may authorize administrative approval of signs, minor site <br />changes and minor building alterations that are in conformity with the Precise Plan <br />without the necessity of a PC permit, provid .~d in such cases the Precise Plan contains <br />reasonable and adequate standards for the iranting of such administrative approvals. <br /> <br />52.5 Precise Plans Adoption or Amendn~ent <br />A Precise Plan will be adopted concurrently with the establishment of the applicable P <br />District and will become effective at the tlr ne the P District becomes effective. The <br />Precise Plan may recommend changes to he City General Plan. In such a case the <br />Precise Plan and the P District will become .~ffective upon approval of the General Plan <br />amendment. <br /> <br />(a) The proposal to adopt or amend a Preci.~ e Plan may be initiated by the City Council, <br /> Planning Commission or by the Planning Director or designee. Interested parties <br /> may request that the City initiate the ad)ption or amendment of a Precise Plan by <br /> submitting said request to the Plannin(.i Director or designee. The request for <br /> initiation by an interested party will be accompanied by materials supportive of the <br /> request and showing the nature of th~ requested Precise Plan or amendment. <br /> Submitted materials must be submitted to the Planning Director or designee and <br /> should include statements justifying wh/the proper functioning of the community <br /> requires the adoption or amendment of the Precise Plan as proposed, and in the <br /> case of a requested amendment to the P'ecise Plan, why the amended Precise Plan <br /> is more suitable for the area than the eristing Precise Plan. The Planning Director <br /> or designee will make a recommendatior to the Planning Commission as to whether <br /> to initiate a Precise Plan. The Planning ;ommission will make a recommendation to <br /> the City Council as to whether to initiate. ~ Precise Plan. <br />(b) Once initiated, the draft Precise Plan will.be prepared by City staff or by a consultant <br /> under the direction of City staff. The Planning Commission will, once the Precise <br /> Plan is drafted, hold at least one (1) I:ublic hearing thereon and will give notice <br /> thereof as provided in Section 49.2 of tl~e Zoning Ordinance of said hearing. The <br /> Planning Commission will within sixty (60) days after the close of such public <br /> hearing, make its recommendation to the City Council on whether to adopt or amend <br /> a Precise Plan. <br />(c) Any environmental review document required under the California Environmental <br /> quality Act (CEQA) will be comple!ed prior to the Planning Commission <br /> recommendation and certified as complete prior to City Council adoption or <br /> amendment of a Precise Plan. <br />(d) The City Council will hold at least one (!) public hearing thereon after having given <br /> notice of such hearing as provided in SeCtion 49.2 of the Zoning Ordinance and may <br /> thereafter by resolution, adopt, amend er decline to adopt or amend such Precise <br /> <br />F:Atty/Ord/Ord. 162 <br />092502 <br /> <br /> 1130-315 <br /> <br /> <br />
