Proof of the Notification shall be <br /> submitted by the applicant to the Zoning Administrator prior <br /> to the issuance of a permit. The applicant or other affected <br /> person may appeal the decision of the Zoning Administrator <br /> to the City Council within seven (7) calendar days from the <br /> date of the decision. The appellant shall pay the cost of the <br /> appeal to the City Council" <br /> <br /> 2.
