It was strongly recommended that the handbook needed to clarify roles in regards to the members of the ad-hoc committees. One Council Member would like to have a regular process to review BCCs. This Council Member would like to find ways to evolve and change and come up with a process that includes regular review and assessment. Enact a sunset provision for all non-charter boards, commissions and committees to ensure advisory bodies are reviewed periodically, so they maximize the benefits they offer to the Council and the Community. Council discussed the value of reviewing the charge and merits of certain BCCs. One Council Member shared that the County of San Mateo reviewed its Boards, Commissions and Committees every 10-years, so it was advisable to have a formal process to enable change. One Council Member requested that the approach that was followed by the County be shared with the full Council. M/S Bain/Pierce to disband the Home Improvement Loan and have its functions moved to staff. Motion carried unanimously by voice vote. MINUTE ORDER 11-104 Another Council Member would like to make a motion to have the Board of Building Review under the Planning Commission and retain the Civic Cultural as its own Commission. The City Attorney said that there could be some reasons why this would not so be advisable and she would research it and bring this back. The motion was withdrawn. M/S FousUSeybert to place Architectural Review Committee (ARC) and Historic Resources Advisory Committee under the Planning Commission and have this body appoint the members. Council discussed the issue that three members on the ARC might be hard to manage due to conflicts of interest and the maker of the motion agreed to have five members instead of three. The motion includes increasing the number of ARC members to five. Motion carried unanimously by voice vote.
