6.2.A. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager September 12, 2011 SUBJECT Installation of Stop Signs on Oak Avenue at Clinton Street RECOMMENDATION Approve, by resolution, the installation of stop signs on Oak Avenue at the intersection with Clinton Street. BACKGROUND Many residents living near the intersection of Oak Avenue and Clinton Street are concerned with traffic safety and undesirable driving behavior in the neighborhood. Staff has evaluated the conditions at this intersection and recommends that new stop signs be installed on Oak Avenue at its intersection with Clinton Street. ANALYSIS Clinton Street forms two T- shaped intersections separated by 100 feet where it crosses Oak Avenue. Clinton Street (the minor - volume street) is currently and will remain stop - controlled. As proposed, both westbound and eastbound traffic on Oak Avenue, (the major - volume street) would be stop - controlled at the western most T- intersection with Clinton Street. That T- intersection would be stop - controlled in all three directions. Please see Attachment 2, "Location Map." The city has an adopted stop sign policy for local /residential roadways. The subject intersection meets the criteria set forth in the policy. Oak Avenue carries approximately 2,100 vehicles per day. Clinton Street carries approximately 1,200 vehicles per day. The city's policy for all -way stop sign installation on local streets requires the traffic on the major street (Oak Avenue) to be between 1,000 and 4,000 vehicles per day, and traffic on the minor street (Clinton Street) to be at least 900 vehicles per day. Based on the collected data, this intersection experiences the traffic volume to warrant an all -way stop sign installation per the city's stop sign policy. The traffic collision records for the subject intersection reveal 11 reported collisions at or near this intersection in the last 10 years. Three of these reported accidents occurred in 2011.
