Severability If any provision of this Ordinance or the application <br />thereof to any person or circumstance is held invalid, such invalidity shall not affect other <br />provisions or applications of this Ordinance which can be given effect without the invalid <br />provision or application, and to this end the provisions of this Ordinance are severable. <br />The City Council hereby declares that it would have adopted this Ordinance irrespective of <br />the invalidity of any particular portion thereof. <br />Section 10. Certification; Publication The City Clerk shall publish this <br />Ordinance in accordance with applicable law. <br />Section 11 .
