AGREEMENT BETWEEN <br /> � CITY OF REDWOOD CITY AND COUNTY. OF SAN MATEO <br /> FOR <br /> STORMWATER INSPECTION AND FOLLOW UP SERVICES <br /> THIS AGREEMENT, entered into this 30 f{i day of , 201 l, by and between <br /> the County of San Mateo Health System, Environmental Health Se ces Division, hereinafter called <br /> "County" and the "City of Redwood City", heceinafter called "City"; <br /> WITNESSE'I'H <br /> WHEREAS, the San Mateo County Flood Control District, the County of San Mateo, and the <br /> twenty (20) incorporated cities/towns in San Mateo County, as co-permittees (along with other Phase <br /> I municipal stormwater dischargers in the Bay Area) were reissued a National Pollutant Dischazge <br /> Elimination System Permit (NPDES Permit No. CAS612008) on October 14, 2009. <br /> WHEREAS, NPDES Permit No. CAS612008 regulates the discharge of stormwater from <br /> co-permittees' municipal sepazate storm sewer systems (MS4) to various surface waters including <br /> local creeks, sloughs, lagoons, San Francisco Bay, and the Pacific Ocean. <br /> WHEREAS, NPDES Permit No. CAS612008 requires the implementation of specific <br /> Industrial and Commercial Site Controls (Piovision C.4); Illicit Dischazge Detection and Elimination <br /> (Provision C.5) activities; Pollutants of Concern control programs for; Mercury (Provision C.11), <br /> Polychlorinated Biphenyls (Provision C.12) and Copper (Provision C.13); and compliance with <br /> ' Exempted and Conditionally Exempted Dischazge (Provision C.15) requirements. <br /> WHEREAS, NPDES Permit No. CAS612008 is commonly referred to as the municipal <br /> regional stormwater permit (MRP). <br /> WHEREAS, Provision C.4 of the MRP requires the City to continue implementing a program <br /> to inspect commercial and industrial businesses and facilities throughout the City for compliance with _ <br /> the MRP's conditions and conduct follow up and enforcement, when needed.. <br /> WHEREAS, the City is a municipal corporation of the State of California wiYh the authority to <br /> control the dischazge of stormwater and non-stormwater to its MS4. <br /> WHEREAS, the City is authorized by Section 54980 of the Government Code of the State of <br /> California to contrac4 for the implementation of the activities contemplated by this agreement. <br /> WHEREAS, the authority for these inspections and related services is derived from the <br /> County's Stormwater Management and Discharge Control Program Ordinance and the City's <br /> Stormwater Pollution Prevention Ordinance. <br /> � <br /> . <br /> 1 <br />
