6.2.A. - Page 4 <br />RESOLUTION NO. <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ADOPTING AN UPDATED INTEGRATED PEST MANAGEMENT <br />POLICY IN COMPLIANCE WITH THE REQUIREMENTS OF PROVISION <br />C.9 OF THE MUNICIPAL REGIONAL STORMWATER PERMIT (MRP) <br />WHEREAS, the Environmental Protection Agency, under the 1987 amendments <br />to the Federal Clean Water Act, imposed regulations mandating local governments <br />control and reduce the amount of stormwater pollutant runoff into receiving waters <br />through compliance with municipal stormwater permits issued under the National <br />Pollutant Discharge Elimination System ( NPDES); and <br />WHEREAS, under the authority of California Porter - Cologne Water Quality <br />Control Act, the State Water Resources Control Board delegated authority to the <br />Regional Water Quality Control Boards to issue NPDES permitting requirements upon <br />counties and cities; and <br />WHEREAS, in October 2009, the San Francisco Bay Regional Water Quality <br />Control Board adopted a Municipal Regional Stormwater Permit (MRP) under the <br />NPDES program; and <br />WHEREAS, the MRP includes specific requirements mandating municipalities to <br />adopt Integrated Pest Management policies to limit water quality impacts from municipal <br />pest management activities; and <br />WHEREAS, the City of Redwood City seeks to protect the health and safety of its <br />employees and the general public, the environment and water quality, as well as <br />provide sustainable solutions for pest control, through the reduced use of pesticides on <br />property owned or managed by the City to the maximum extent practicable. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Redwood City as follows: <br />1. The "City of Redwood City Integrated Pest Management Policy," <br />attached hereto as Exhibit A, is hereby adopted and shall be <br />implemented by all appropriate City departments and contractors. <br />2. Pursuant to Title 14 of the California Code of Regulations, Section <br />15308, implementation of the Integrated Pest Management Policy is <br />categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA) in that it is an action taken by a <br />regulatory agency for the protection of the environment. <br />ATTY /Reso.2161/ Integrated Pesticide Mgmt Policy <br />090711 <br />
