B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 19, 2011 <br />SUBJECT <br />Disposal of Surplus Property <br />RECOMMENDATION <br />Approve by motion and declare the vehicles and equipment on the attached list surplus, <br />and authorize staff to sell the items per City procedure. <br />BACKGROUND <br />The Public Works Services Department, in conjunction with the Finance Department, <br />acts as the centralized collection and storage point for City property that has reached <br />the end of its useful life cycle as measured by department efficiency and effectiveness <br />standards and /or is considered surplus from various City departments. <br />The State of Californian's Government Code Section 37351 and Section 3- 1/2(d) of the <br />Charter of the City of Redwood City as amended, permits the sale of any City personal <br />property having an appraised value of five thousand dollars or less without public notice <br />or public bid for any reasonable amount, irrespective of its appraised value. It also <br />allows the City to dispose of surplus property no longer required or needed for present, <br />prospective municipal or public purpose without sale. Staff recommends that the <br />vehicles and equipment on the list be ready to dispose of before the end of the year. <br />Continue storing and collecting the City's surplus property may not be financially <br />beneficial for the City since vehicles and equipment will have less re -sale value as they <br />age in the surplus lot. <br />Attached list contains a total of 31 surplus items from the City operations, and some of <br />which are value of more than $5,000 based on historical sale trend of similar items. <br />According with the City's Charter, staff will send all surplus items to two public auction <br />sites to receive multiple public bids. <br />ALTERNATIVES <br />Council may choose not to proceed with this public auction procedure and direct staff to <br />retain surplus items, donate items, or combination of both alternatives. <br />
