C. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 19, 2011 <br />SUBJECT <br />Purchase of One Backhoe Loader <br />RECOMMENDATION <br />Approve by motion, the purchase of one John Deere Model 301 SJ Backhoe Loader in <br />the amount of $104,027.17 from Pape' Machinery Inc. of Newark, CA under the State of <br />California's Multiple Award Schedule (CMAS) Contract #4- 08- 23- 0022A. <br />BACKGROUND <br />The Public Works Services Department's Water Utility Services Division currently has a <br />1986 model year backhoe which is scheduled for replacement under the City's Fleet <br />Replacement Program guidelines. This backhoe is used on a daily basis for routine <br />water and sewer construction projects, scheduled repairs and emergency responses. A <br />team representing the Fleet and Water Utility Services Division has been working on <br />replacing this backhoe and agreed that the John Deere 301 SJ backhoe meets the <br />needs of the Water Utility Services Division. The John Deere 310 SJ backhoe offers <br />improved safety features, lower maintenance requirements and lower emissions diesel <br />engine over the existing backhoe. <br />While conducting extensive procurement research, staff from the Fleet Division found <br />that John Deere 310 SJ backhoe can be purchased through Pape8 Machinery under the <br />State of California's Multiple Award Schedule (CMAS). The Redwood City Code, <br />Chapter 2, Article VII, Section 2.80 (B) "Open Market Purchases" allows staff to <br />purchase from vendor whose name has been awarded the same type of purchase <br />contract by other public agency after competitive bidding process substantially <br />equivalent to that prescribed by the City charter or Article. <br />ALTERNATIVES <br />• Do not approve the purchase of this backhoe. <br />The operational requirements of the Water Utility Division would be adversely <br />impacted, as the existing backhoe is extremely worn out from heavy daily use. <br />The current equipment exceeds the City's replacement criteria. Continuing to <br />invest in the repair of this backhoe does not meet economic guidelines for its <br />current age and condition. <br />• Direct staff to purchase a used backhoe. <br />
