6.1.F. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 10, 2011 <br /> SUBJECT <br /> Housing and Human Concerns Committee Fiscal Year 2011/2012 Funding <br /> Recommendations and Funding Agreements for Redwood City Human Services <br /> Financial Assistance (HSFA) Program <br /> RECOMMENDATION <br /> 1) Approve Funding Recommendations for HSFA for FY 2011/2012. <br /> 2) Authorize the City Manager to execute the HSFA funding agreements for Fiscal Year <br /> 2011/2012. <br /> BACKGROUND <br /> As part of the Fiscal Year 2011-2012 Budget deliberations, the City Council decided to <br /> fund the Human Services Financial Assistance Program (HSFA) in the amount of <br /> $117,511. <br /> A Notice of Funding Availability (NOFA) and Request for Proposals (RFP) was issued in <br /> early July. Agencies that received Redwood City Community Development Block Grant <br /> (CDBG) Funds for FY 11-12 were only eligible to apply for HSFA Funds if applying for a <br /> different project or program than the one funded under CDBG. Staff offered an optional <br /> technical assistance workshop for interested applicants on July 15t", 2011. Agencies <br /> submitted their final proposal on July 28t", 2011. On August 23rd, agencies appeared <br /> before the HHCC to make brief presentations and answer questions about their <br /> proposals. <br /> ANALYSIS <br /> On August 30t", the HHCC met to consider their funding recommendations for Fiscal <br /> Year 2011-2012. The Committee recommendations for funding are contained in <br /> Attachment 1 of this report. Attachment 1 also includes funding amounts received for <br /> Fiscal Year 2010-2011. Attachment 2 includes a brief description of each agency and <br /> their funding request. (Please note that a white binder with the full agency applications <br /> is available at the City Clerk's Office). <br /> Funding Agreements have been developed for each of the agencies recommended for <br /> funding. Attachment 3 is a sample template of the funding agreement. Attachment 4 is <br /> the data that will be placed in the template to form each of the agreements. Attachment <br /> 5 is a copy of each of the Exhibit A attachment that will go with each corresponding <br /> funding agreement. <br />
