If any provision of this Ordinance or the application <br /> thereof to any person or circumstance is held invalid, such invalidity shall not affect other <br /> provisions or applications of this Ordinance which can be given effect without the invalid <br /> provision or application, and to this end the provisions of this Ordinance are severable. <br /> The City Council hereby declares that it would have adopted this Ordinance irrespective of <br /> the invalidity of any particular portion thereof. <br /> Section 10. Certification; Publication. The City Clerk shall publish this <br /> Ordinance in accordance with applicable law. <br /> Section 11. Effective Date.
