6.3.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 10, 2011 <br /> SUBJECT <br /> Implementation of Changes to Structures of Certain Redwood City Boards, <br /> Commissions, and Committees <br /> RECOMMENDATION <br /> Waive Second Reading and Adopt An Ordinance Amending Section 40.4.1 (Historic <br /> Resources Advisory Committee) to Reduce Number of Committee Members from <br /> Seven to Five. <br /> BACKGROUND <br /> In December 2011, the City Council directed staff to conduct an organizational analysis <br /> to identify opportunities to streamline operations and add operational efficiencies, <br /> including a review of Redwood City's Boards, Commissions and Committees (BCCs). <br /> The purpose of reviewing the BCCs was to identify processes and/or structures <br /> whereby these committees could be managed or maintained with less staff support and <br /> also streamline processes to ensure maximal efficiency and effectiveness. The Council <br /> recognizes the value of the BCC's and community involvement and is balancing that <br /> with streamlining processes and procedures for both the staff and community we serve. <br /> In light of significant reductions in staff resources over the last two fiscal years, the <br /> Council felt it was imperative to examine the BCC structure and also identify best <br /> practices as it relates to recruiting for and assisting these groups. <br /> On June 27, 2011, the City Council discussed and approved a set of changes to the <br /> structures and procedures of a number of BCCs. These included reduced meeting <br /> schedules, greater use of ad-hoc committees, and an annual work plan with metrics <br /> relating to community participation and staff time involved in supporting the BCCs. The <br /> implementation of some of these recommendations requires formal action by the <br /> Council. On September 12, 2011, the City Council adopted a resolution making <br /> changes to the Architectural Review Committee including renaming to the Architectural <br /> Advisory Committee and by motion dissolved the Home Loan Improvement Committee. <br /> The Council also introduced an ordinance reducing the Historic Resource Committee <br /> members from five (5) to seven (7). This ordinance is now presented for adoption. <br /> ALTERNATIVES <br /> The Council could choose not to adopt this ordinance and the existing ordinance with <br /> seven (7) members would remain in effect. <br />
